At first look, the proposed wait period of 90 days' residency seems reasonable. But, in light of the extreme scarcity of rental units in NH, it is not. People have to move to whatever town has a place they can afford to rent, and, by the time they find that place, people are desperately short of funds and in need of basic necessities.
