We should absolutely not be dumping yard waste into any lakes. This increases nitrogen and phosphorous which creates cyanobacteria blooms. Our lakes are already struggling. If people knew there would be fine for dumping leaves and/or grass clippings into the lake, they might think twice before doing it. Please strongly consider passing this bill.
