I oppose this bill. Providing minimum shelter for the poor is a fundamental duty of government. Requiring people to have been residents for 90 days will mean some people will be cut off from any support. If we don't want to see homeless people sleeping in doorways and panhandling we have to provide somewhere for them to be.
