This bill removes the right of person, who may potentially be defamed by government discussion exposure in nonpublic meeting minutes, if that person does not "have right to attend the meeting". Corollary is that the subject person must have "attendance right" in order to be present at meeting. The second illogic in bill is: "If the person requests an open meeting, the request shall be granted." How does person know he will be discussed if nonpublic agenda? This bill should be ITL.
