At a time of budget deficits, we have no business removing the cap on a program that has already cost the state millions of dollars, favored children from middle class and wealthy families, and has no educational accountability. Passing this bill is fiscally irresponsible. It also strikes at the heart of our public education system that serves all children by passing on the state's responsibility to the local taxpayer.
