SB 153 FISCAL NOTE

AN ACT requiring that a percentage of profits derived by the liquor commission be placed into and continually appropriated to a special fund for alcohol education and abuse prevention and treatment programs.

FISCAL IMPACT:

The Liquor Commission indicates that this bill, as amended by the House, will decrease state general fund revenue and increase state restricted revenue and expenditures by $990,000 in FY 2002, $1,995,000 in FY 2003, and $3,030,000 in FY 2004. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Commission states that this bill establishes the Alcohol Prevention and Treatment Fund. This bill proposes to take 50% of the difference in gross profit of the current fiscal year beginning FY 2002 and each year thereafter over that of the gross profit in FY 2001; limited to 5% of the current year's gross profit. This difference will be credited to the newly established fund and not the general fund. FY 2001 gross profit is estimated at $82.1 million and it is assumed that this amount will increase annually by 2.4%.
