THE COMMITTEE ON Election Law and Municipal Affairs
to which was referred HB 626
AN ACT directing the secretary of state to implement a vulnerability disclosure program for certain election systems.
Having considered the same, the committee recommends that the Bill
OUGHT TO PASS WITH AMENDMENT
BY A VOTE OF: 5-0
AMENDMENT # 1696s
Senator James Gray
For the Committee
HB 626 would direct the Secretary of State to implement a vulnerability disclosure program for certain election systems and give the Cyber Security Committee oversight of that process. The bill would allow outside security researchers to assess New Hampshire's voting systems to help identify potential vulnerabilities. The Committee amendment allows the Secretary of State to address any vulnerabilities that may be found before disclosing those vulnerabilities to the public. For these reasons, the Election Law and Municipal Affairs Committee recommends Ought to Pass with Amendment.
