SB 298-FN requires sober living houses to be certified by the New Hampshire Coalition of Recovery Residents, to verify resident eligibility, and to retain a paid house manager. This bill provides enforcement authority to the municipality in which the house is located and to the Department of Health and Human Services. The Committee heard testimony from stakeholders and sober living house operators that bad actors have been abusing sober living housing, but that this bill needs more work to avoid unintended consequences.
