HB 1204-FN - FISCAL NOTE
AN ACT relative to plant seeds that have artificially heightened resistance to herbicides and pesticides.
FISCAL IMPACT:
The Department of Agriculture, Markets and Foods has determined this bill will increase state general fund expenditures by $162,500 in FY 2001 and by $325,000 in FY 2002 and each year thereafter. There will be no fiscal impact on county and local expenditures or on state, county and local revenues.
METHODOLOGY:
The Department assumed marketplace monitoring will be done within the scope of their existing budget. Surveillance testing will be performed to assure compliance of packaged seeds offered for sale. Testing requires 10 different procedures to accurately determine whether seed has been genetically engineered. The Department estimates 100 samples requiring 10 tests each, for a total of 1,000 tests. Polymerase Chain Reaction Tests cost $325 each. The effective date of this bill is January 1, 2001, therefor, the number of samples is reduced by one-half.
