HB 1262-FN - FISCAL NOTE
AN ACT establishing a fly-fishing stamp for persons possessing a fishing license who wish to fly-fish in waters designated fly-fishing only.
FISCAL IMPACT:
The Fish and Game Department has determined this bill will increase state fish and game fund revenue and expenditures by an indeterminable amount in FY 2001 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Department is unable to estimate the exact fiscal impact of this legislation. The following information has been provided:
· The Department estimates the number of stamps required for sale by all agents at 150,000;
· The actual cost is $.10 per stamp;
· All stamps would be serial numbered and accounted for;
· Costs would include $4,000 for publication cost (flyers, agent signs) and artist costs of $1,500;
· No estimate has been calculated for personnel expense for implementing the program;
· In 1998, there are 161,932 licensed anglers, and a recent survey indicated that 38% used flies for bait while fishing. The Department is unable to determine the number of those anglers who would actually be fly-fishing on fly-fishing only waters;
· There is no fee established by this statute; it will be set later by rule; and
· There is a maximum amount of $20 established, and a requirement that the stamp reflect the cost of providing exclusive fly-fishing opportunities.
