AN ACT relative to proposed toll booths in the city of Nashua and relative to alternatives to the statewide toll booth system.

This bill eliminates proposed toll booths in Nashua and requires the commissioner of the department of transportation to create alternatives to the state's toll booth system.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand
AN ACT relative to proposed toll booths in the city of Nashua and relative to alternatives to the statewide toll booth system.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Statement of Intent. The general court recognizes that building additional toll booths create safety concerns and pollution issues. The general court also recognizes that more toll booths detract from the New Hampshire scenery and negatively impact the New Hampshire tourism industry.
2 Proposed Toll Booths Eliminated. The department of transportation shall eliminate the proposed toll booths for the city of Nashua.
3 Alternatives to Toll Booth System Required; Department of Transportation. The commissioner of the department of transportation shall recommend alternatives to the statewide toll booth system. The commissioner shall submit a report on or before November 1, 2000 with recommendations for legislation to the senate president, the speaker of the house, the chairpersons of the senate and house transportation committees, and the governor.
4 Effective Date.
I. Section 2 of this act shall take effect upon its passage.
II. The remainder of this act shall take effect 60 days after its passage.

AN ACT relative to proposed toll booths in the city of Nashua and relative to alternatives to the state wide toll booth system.
FISCAL IMPACT:
The Department of Transportation indicates this bill will decrease state restricted revenue by $6.3 million in FY 2002, $6.4 million in FY 2003 and $6.5 million in FY 2004, and decrease state restricted expenditures by $3.8 million in FY 2002, $969,700 in FY 2003, and $998,800 in FY 2004. There is no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Department determined the fiscal impact of this bill using the assumptions listed below.
The decrease in state restricted revenue will occur beginning in FY 2002, the scheduled opening of the Nashua toll booths. The decrease in revenue from tolls is projected from the Wilbur Smith Associates of New Hampshire Turnpike System Traffic and Toll Revenue Study published in January 1999. The revenue projections in the study were based on a passenger car toll rate of $0.75 at the southbound mainline and $0.50 at both ramp facilities, with proportionally higher truck rates.
The net decrease in state restricted expenditures will occur from the elimination of all costs necessary to collect tolls at Nashua plazas beginning in FY 2002, net of additional costs for the demolition of previously constructed roadway widening to accept the tolls and anticipated realignment expenditures. The projected reduction is based on historical costs of collecting tolls at similar plazas, and on an assumed annual inflation rate of 3%.
