STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT relative to cost of living adjustments for foster parents.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Child Day Care, Residential Care, and Child-Placing Agencies; Foster Parents; Daily Rate Cost-of-Living Adjustment. Amend RSA 170-E:52 by inserting after paragraph VI the following new paragraph:
VII. The foster parent shall receive a one-time cost-of-living adjustment on each daily rate reimbursement category provided by the New Hampshire department of health and human services division of children, youth, and families as published on the division's foster care and adoption services web page. The amount of such adjustment shall be a 1.3 percent increase for each daily rate reimbursement category.
2 Effective Date. This act shall take effect July 1, 2022.

METHODOLOGY:
This bill increases foster care provider rates by 1.3 percent effective July 1, 2022. The Department of Health and Human Services states that the proposed rate increase would apply to all foster care provider types, including the following: crisis home beds, emergency beds, general foster homes, and specialized foster home rates. The Department further assumes utilization of foster services will increase by 5 percent per year above a base cost of $6,285,184 in FY 2022. Based on these assumptions, the Department anticipates the following fiscal impact:
