STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to requirements for literacy skill development in elementary grades.
Be it Enacted by the Senate and House of Representatives in General Court convened:
30:1 Literacy Skill Development in Elementary Grades. Amend RSA 189:53 to read as follows:
189:53 Literacy Skill Development in Elementary Grades.
Beginning July 1, 2027, all school districts and chartered public schools [which] that provide elementary education shall [have] provide measurable, evidence-based instruction in literacy for all students through grade [3] 5, including: explicit, systematic instruction in [reading,] phonemic awareness, phonics (both decoding and encoding of sounds and words), fluency, vocabulary and comprehension; writing[,] (including grammar and mechanics); speaking[,]; listening[,]; mathematics reasoning[,]; and mathematics calculation (including fluency). All instruction shall be designed to assist students to achieve grade-level literacy and to provide the opportunity for each [child] student to learn according to such [child's] student's needs and abilities as set forth by the state board of education in the minimum standards for New Hampshire public elementary schools.
30:2 Effective Date. This act shall take effect 60 days after its passage.
